Telecom Regulatory Authority of India (TRAI) has issued a consultation Paper on Review of network related Quality of Service standards for Cellular Mobile Telephone Service.

In the wake of phenomenal growth in cellular mobile telephone service, technology changes that have taken place in the recent times and increasing concerns of consumers relating to Quality of Service perceived by them, there is a need to review the Quality of Service parameters and benchmarks so as to streamline the monitoring of the parameters, its measurement and the regulatory framework. This could lead to better Quality of Experience by users. With these objectives, the Authority has released a Consultation Paper today for initiating a consultation process to review the network related Quality of Service standards.

This consultation paper describes the various parameters and respective benchmarks for assessment of Quality of Service of 2G and 3G networks. The Authority seeks the views of the stakeholders as to how to bring about changes in these benchmarks and possibly add parameters, if required, to improve the Quality of Service experience by the customers. It also envisaged to add relevant parameters for 4G/BWA services also, in view of their deployment in the network. The consultation paper seeks to know from the stakeholders as to what will be the appropriate way to calculate call drop rates through meta data analysis of CDRs. The mechanism of imposing of financial disincentives in case of below the bench mark performance has also been raised in this consultation paper.

Last date for submitting the comments is 16th September, 2016.

BSNL tower is 100 Mtrs from our Office neither the voice nor the data services are proper. The issue was raised several times but in vain. At least have some way get hold of white elephant like BSNL.

Elevated messaging (SMS) charges during festive periods is another aspect which is clearly a "cheating mechanism" adopted by the telcos. This malpractice should be curbed and done away with. Even messaging packs are made invalid during these days. Maintaining sufficient infrastructure to cater to the consumer demand, is one of the responsibilities of the telcos which they have been ignoring since long, citing all rubbish reasons.

Sir Rural areas people are paying heavy charges when they go to their State Capital Chandigarh or Gurgaon/Gurugram in the name of roaming charges. These are poor or middle class comes for the jobs. More over roaming charges, dividing the society and the nation in upper society living in cities and people living in rural areas, as discriminatory,look like men living in different nation. Hi, My the means of this medium I would like to raise a major concern as a consumer, mostly all telecom companies are cheating the consumers in the name of 2G / 3G / 4G data speeds. There should be a strict regulation on this that defines speeds bands with respect to the band subscribed. In the name of 3G / 4G all telecom companies are charging a fortune of the rates but their speeds are pathetic and less tha 256 Kbs in certain cases & they claim of proving 3G / 4G speeds.All this must stop

These practices are followed by almost all service providers which have gone unnoticed may due to lack of knowledge or due to monopoly adopted by service providers. We have to work together & government must support citizens to break this monopoly of service providers. The above thoughts are purely my own ! If any of my word / words hurt any concerned I sincerely apologize for the same.

. I mean If you open a web page/ start download something from your Smartphone the data consumption starts but in between suddenly the network goes to emergency calls only & again resumes after few seconds / minutes the process starts again resulting in double data usage for a single web page or file .

6. Data packages must be taken up seriously! As far as my experience if we go fro 2G network it will always show you the availability of 3G & 4G . But the moment you recharge fro 4G / 3G network it will start giving errors of the network not available it happened with me when I was using Airtel 4G in Gurgaon . The irony is that the data consumption still continues.

4. As we all are aware that all the network providers pretend that they are in a loss by means of providing manipulated balance sheets of their accounts but the fact still is the fact . If I'm not wrong at initial stages the incoming was INR 8.0 rs. & outgoing was INR 16.0 Rs. which was drastically dropped by the initiative taken up by Late Mr. D Ambani. 5. All the packages must start & end either for 30 days or from 1st to month end.

Hi, Thanks for providing the opportunity to citizens of India to put their views on these matters. In my opinion- 1. First of all the best way to judge no. of call drops is the monitoring of call duration as I think no one will ever make a call of 1 to 10 seconds. 2. Secondly, no. of calls to the same number dialed simultaneously within intervals of few seconds. 3. An application to be developed for Symbian , Android & all Smartphone’s to record the duration for which there was no network b
