I. Glad that this topic is still on in "Open Forum" 1. Planning comes after Forecasting of things expected to occur. In our times we see famous company like NOKIA goes out of action suddenly due to non-renewal or, not seeing what is in store over next 24 months at least. Indian Govt. is not in any different condition, more so, with its position of having to carry with it a few generations who are rigid in approach; there can never be, "ONE SIZE-FIT-ALL" solutions to complex issues facing India.

मोदी जी सबसे पहले सभी सरकारी अफसरों और नेताओं पर राईट टू रिकॉल लागू कराइये ताकि सरकारी संस्थान में भ्रष्टाचार 80 % तक मिटे और नए प्लानिंग कमीशन में अमेरिका की तरह एनिमल कंट्रोल बोर्ड लगाइये जो सड़क पर आवारा जानवरो की रोकथाम करें क्यूंकि आवारा पशु जैसे कुत्ते और साँड़ आदि लोगों पर हमला करते हैं और उन्हें चोटिल करते हैं। मोदी जी ये 2 काम अवश्य करिये।

Sir, Planning Commission may be substituted by Domain Experts pooled from various sub-domain specializations under each domain. Plans approved by Experts are to be executed in Project/Mission mode with concerned ministry/state holding accountability. The Domain Experts should be empowered to review the Projects/Missions against milestones and fix the inefficiency if any. They would directly report the progress to PM. The lateral inclusion of Experts into panels should be possible.

Identify main areas of focus for the next 10 years - say job creation, increasing exports, reducing imports from china, foreign relations with un-friendly coutnries like Pakistan/china/sri lanka, foreign relations with friendly (or to be friendly countries) like Bangladesh, Vietnam,afghanistan, tourism increase, FDI, stock market upgradation etc. Then take 5 people from the industry and make them plan for 10 years. let this team also include one or two people from ias/ifs cadre as it may be and

Planning commission should be replaced with "Implementing and Monitoring Commission - IMC". It should ensure that every decision taken by government should be implemented and monitored properly and time corrections are made for the successful implementation of decisions. The IMC should have expertise from similar area. Anything related to sports, should be handled by sports person at the top etc. instead of IAS, Ministers etc., All the post should be on rotational basis.

It is extremely important to create a system of budget monitoring and control centrally for all the states. India has so far followed a system of expenditure budget since independence. This led to wastage of resources for which Planning Commission was solely responsible. Unless a system of on-line monitoring of expenditure is established for all the states at the central government level, regional parties in state in collusion with bureaucrats will continue to fritter away resources.

Make 5, 10, 20, 30, 40 & 50 years plan ready as live document contain list of item in each category. Keep track and update status every month which gives direction to each govt dept.

Sir, Planning Commission need not be replaced. It can be updated in a better way by employing the qualified people who have better scope of improving it and try to ignore seniority criteria. This is tge biggest drawback in our country. Its true that seniors are said to be more well qualified professional, but unless you give juniors the chance of creating wonders, they only keep wondering the wonders. Recruit the best judges and analysts according to their services earlier. Thank you sir.

Sir, today, private sector benefits from lateral hiring. The best qualified for the job gets the best position. I work for a law firm, and our industry grows practices this way; unfortunately, for the Government, this is not possible. Regardless of what this body does, it should have the freedom to: (i) Hire laterally the best economists and planners; and (ii) take private sector people on deputation (short term & long term).
