this planning commission issue is too much delayed now. Honble PM announced it on 15 aug. an institution called MAHASHAKTI BHARAT may replace it. it should have two wings -- economic policy reforms (EPR) wing and infrastructure development (ID) wing. it should be a 30 member team with PM as its captain and 29 CMs as its members. EPR wing will pursue with all 80 central departments and 29 states, for repeal and reduction of all such laws and procedures which is not allowing business to survive.

make a grass route level board work of village level which should a teacher of govt school, a most educated person, and a lady who work on 2 hours a day only to think d problem , ways of development and solution of the villages and send d report to magistrate on 1 weak basis and the authority will help within 1 weak and if development thn contact higher authority etc
As 2 hour it will be free help and the best board will get a award and something so tht they give best

Name can remain same. Its mandate should be to identify areas where we are lagging in the world and to suggest some solutions. It should identify areas important to the development of country in medium to long term (10, 20, 50 yrs). It should identify our strength areas ...english and maths, tourism potential, etc and devise programmes to utilize for development of the country. Ideally major political parties should also have a role, so that development plan has consensus and be followed by all

Name may be kept as it is Planning Commission of India. Its organisation chart and area of function may be changed. All the states may have their representatives and all the allocation of funds recommended must be voted for by the members and representatives. The PM, Cabinet and Parliament must have veto power over Planning Commission. All allocations of funds must be made public.

As Shakespeare said " Naam Mein Kya rkha h". So you can name it whatever you want or you can continue with the existing name also but what matter is its functioning, people appointed in this commission, their ground level experience. And to improve working of planning commission firstly we have to improve ground work of our NSSO which collects data on the basis of which govt. plan any scheme or their strategy for improvement of the country. There should be proper PPP for collection of data.

III. We know that, earlier Body snatched much of executive's powers to enrich itself with unwieldy powers far exceeding its scope- It is against the very Principle of Staff-function of Planning Comm.- which is recommendatory and with sound wherewithal to sell its points to Govt. as its major consumer ; Secondly, it must monitor outcomes periodically to apply corrections. (I give here strict accepted definitions in Management-courses!- Basic principles are there forever, is it not?)-"Apply them"-

II. Receptive minds are needed to examine what ever are perceived to be issues that will arise over say, next 24 months ( I reduced time-frame from old 5-year plans' Era to 24 months Plan- a reasonable period indeed in present Era) and foresee effective solutions too. 3. Factors like = TIME, COST, AGENCIES, INPUTS, METHODS, PRIORITIES, BRINGING ALL ON-BOARD TO SEE THINGS to FRUITION- etc are now vital. Accordingly, th Agency to replace Planning Commission must be able to finish its studies.
