Location: There should be a bench of the tribunal in each state capital.
Performance: Performance tracking mechanism should be there with key parameters like timeliness, escalation to supreme court, Avg number of hearing before decision etc being tracked and made available in public domain.
3: Consultation with Foreign experts in contractual justice should be made as required.(Ease of doing business)
4: Tribunal should make standard templates for public contract to promote best practices.

#Finance In the draft, in the 'constitution of search-cum-selection cornmittee' part it is stated that /"The
Govemment shall issue an advertisement in at least
two prominent national daily newspapers for inviting applications from eligible candidates for filling
up any vacancy of a Member of the Tribunal and, shall also
place such advertisement on the website of the Government and the Tribunal"/ I think apart from newspaper advertisement, there should be an active advertisement mechanism.

I cannot open the draft bill, but I know in any project, a certain percentage of the money quoted will taken for bribes. Make etendering mandatory. Add penalty clause on delays, assign an external officer for each stage of project. Never allow for complete project, any error from previous officer should be his responsibility if not reported. He should assist contractor on receiving payments, thus making sure works completed as required in each stage, process updates online will be better.

The best way of Promotion of Information and Communication Technology systems in school and adult education is to allot all the possible allocable opportunities of learning and promoting to the privileged reservation categories and corrupt, selfish persons, like chaiwalas who fulfill their dreams "around the world" at the cost of nation's money, shot slogans of good doing to the poor.

DONT ADD TO LEGAL JUNGLE JUST MODIFY EXISTING CONTRACTS ACT : Before elections Modiji said that all outdated/unnecessary laws will be removed. After May 2014, now like congress, BJP is trying to find out legal solution to every social, political, economic, moral problems. After all, these laws have to be enforced by existing outdated high courts/supreme court, which is sitting on 4 crore pending cases. So whatever you want to do, please incorporate in existing contract act. dont increase laws.

Govt should ammend a law that will prosecute the contractors who's project is delayed for more than 6months. And if the contractor still failed to finish it after a given notice then the contractors should be fined heavily and also the contractor should not be given any govt projects for next 5years at any conditions.
