It is observed there is a gap between union government and state government. If Union government wants uniformity in all states, rather improve quality of all states then, depending on legal books alone will not solve our problem. Governing principles should cover establishing the guidelines(legal books/ Standards/CoP's/ SOP's/ Work instructions), its communication and training. There must be a document control department to maintain up to date guidelines, communication and training records. We need to have human resource development department to educate and train concern state government departments.
