“Apprentices Act, 1961” and Apprenticeship Rules, 1992 was enacted with an
objective of regulating the program of training of apprentices in the establishments by
utilizing the facilities available therein for imparting on-the-job training

Apprenticeship training/on the job training carries a cultural value in the Indian
traditional society. India has been practicing teacher-student lineage since ages under
which a “master trainer” mentors the “trainee” who is the learner and thereby imparts the
traditional skillsets. Even in the modern context, apprenticeship has been serving as an
essential medium to skill development.

R/Sir,
We may include agriculture, horticulture, animal husbandry, watershed management and conservation, health and nutrition, yoga training, under apprenticeship Act. Also various activities are undertaken under SHG specially in rural areas and also a few are related to tribes craft. Can such activities be included in Apprenticeship Act?

R/Sir,
Private expenditure for higher secondary/graduation/diploma is in the range of Rs 12000 to 15000 per year per child. For engineering the expenditure in govt colleges is 1.2 lacs per annum, which is quite high for open category students and parents. Medical education is out of bound for them, denying equal opportunities. IT is therefore suggested that such students must be given merit scholarships or total free ships for engineering/medical studies to have competent manpower.

R/Sir,
Main reasons for drop out as per ESGA-2018, Appendix table I are as a) not interested in studies - 23.8% male/15.6% Female, b) Financial constraints - 23.7% male 15.2% female, c) domestic work - 4.8% male, 29.7% female, d) Engaged in economic activities - 31% male 4.9% female. Most of them drop out at X/XII level. We have to resolve this issue and ensure that drop out due to financial constraints and engagement in domestic/economic activities must be minimal.

Sir Greetings! The training of apprentice appears to be more formality than actual skill development training.Because there are no separate trainer for the apprentices & also they are not given proper training ambience. In most of the cases they are treated as a working hands & given jobs that too without any proper supervisor. The board of apprentice training also needs to make the surprise checks to ensure the sanctity of apprentice training. But it's all are in in Very dull conditions, needs care

माझ्या मते सर्वाना सामान अधिकार मिळाला पाहिजे कारण ओपन category ला percentage चांगले असले तरी struggle करावे लागते त्या पेक्षा सर्व सामान अधिकार ठेवा.

R/Sir,
Though substantial number of students drop out at upper primary and secondary level, there are very few schools offer vocational training and counseling. It is therefore necessary to review the policy and ensure that atleast 25% schools should offer such vocational training after Standard VIII and also counsel them at early stage through continuous monitoring. This is feasible at school level due to regular monitoring of their progress.
