Over 350 million people are suffering from Rare Diseases globally and over 70 million Indians are affected by rare diseases and the number is going up every passing year. There are more than 7000 rare diseases reported worldwide. 80% of the rare disorders are genetic affecting children. 50% of the disorders are onset at birth and rest are late onset. Early Diagnosis is the Critical Challenge and the one which needs to be addressed immediately. We thank you Govt of India for announcing the Rare Disease Policy, NPRD 2021. We hereby propose the following points to be considered in the Union Budget, 2023-24.

Madam FM Ji pl think about the senior citizens also they paid tax till they are in service. Even after service also you are trying to take their income by the way of tax. This is truely unfair. Why not all MPs and MLAs are not targeted for tax? So my question is when are they going to come under ltaxable group? Atleast by this year let them be added. Thank you.

Please consider the plight of middleclass which is the biggest majority in the country. Please increase the limit from 2.5 lakhs to a higher 1st slab. It becomes very difficult to manage monthly expenses.

My Suggestion for Hon'ble FM is as under: 1. Reduce or remove the GST on Health Insurance since it is huge burden on common man and there is no any alternative support from Govt. 2.Increase the slab of Income tax for Salaried and Pensioners. 3. Increase the slab of preventive health checkup atleast to 25 thousand for family. 4. No GST should be there for Basic Food items and Medicines. 5. GST should be charged at higher rate on Cigarettes, Liquor, Purchase/ Construction of House Property above 5 crores. 6. Increase the slab of education feed under 80 C atleast upto 60000/- p.a. 7. The Government should bring the Pension updation of all Government undertakings at par with Central Government employees. 8. The big corporates should be asked to contribute to the development of rural and poor people under CSR, since many are showing CRS expenses by spending in their own trust run school or such institutions which are very expensive and beyond the reach of poor and middle class.

Businesses need not survive beyond their economic need or social need. But Individuals will live beyond their normal earning life. They need to save funds during their earning lives to be able to take care of their economic needs in their older age when they are in retirement, i.e. they are beyond their earning lives. The idea of incentivising long term savings like PF, PPF etc. arise from this need. Similar is the idea to incentivise life insurance and home ownership. Also the need for medical insurance. Chapter VIA deductions are for these. But the amounts are scattered on multiple sections and are small. There is a need to simplify these deductions and enhance their amounts. Individuals need to save for their post earnings lives as well. Else this burden would fall on the State as social security. The deductions like 80C aim to incentivise that. These need to be liberally enhanced.
