Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

The only solution for success of proper food distribution system is through use of ICT. Mobile based technology should be used since most beneficiaries are in remote villages. First and foremost, GPR is required to standardize the TPDS system Then we can think of improvement.

the FCI has recently been accused of sitting on and eventually disposing 20 million ton grains which is in excess of t=what they can store safely. I feel that the government shall increase the food distribution by reducing the imports, the food grains imported due to insufficiency of food for the poor shall be stopped because once this is done the demand of grains from PDs will increase and eventually the supply of grains to the PDs shops will increase.

God in BIHARI out. This is the situation in Gaya. We have powerfull GODs but we are made go for the livelihood around the NATION. We are blessed with fertile land Strong Manpower,good technical hands and a very large area (Millions of acres) of land which remain uncultivated for yeas .Bihar/Central Government has to come forward for the INDUSTRIALISATION on this unused land.This land falls between Grand Chord Railway line and GT Road with stretch from GAYA to Aurangabad.Govt must use the SOIL.

The subject FOOD security hasbeen generated out of MISMANAGEMENT of our Agricultural products.We produce plenty but unable to use them. The wastage of foodgrains in Storage (FCI) is common. Let our world class Manager the product of IIMs suggest Government to overcome. Why a scheme "Ready Food for work" be not launched and be added with swachh Bharat Yojna and other suitable field. Food for work will certainly help utilise unused manpower in locality. Feed them for work intern food security.

A "SANSAD" in INDIA represents a very large number of the population and also a good numbers of Village. Adopting just one Village by one MP will not fulfill the moto of PM Shri Modi. Let every village be adopted by either MP,MLA,DM,DSP,BDO,VRO,Commissioner, SHO,Medical Superintendent,Local Politician, The Rich etc on volunteer or compulsory basis as guardian or as a councilor for villagers in the field of Health,Education,Security,agricultural togetherness,cleanness sanitation etc............

PDS system is so corrupt and complaints are addressed by the Minister who is not even know about the issues. The Subsidy should be distributed to actual needed peoples linking ration card and aadhar card. the system of PDS is to be abolished. the subsidy amount credited to the Joint holder or better if to lady heads of the family by signing either jointly or lady alone.. Otherwise the fund will be go other than food. The most of PDS shops run to cater the group other than needy poor family...

Our problem of farmers can be solved with one simple solution: Allow all farm products to be exported only by the farmers thru cooperative societies. This way farmers make lot of money and India's 60% of the population becomes rich, this will effect food prices but the middle class can be compensated with some tax reductions. Other activity which can be taken up is the River joining project across India. With Swami Vivekananda's blessings hope India is developed under Modi Sir.

MY REQUEST ISIN OUR PLANET NOT ONLY HUMAN BEINGS NEED FOOD BUT ALSO ANIMALS NEED IT IF A TEAM IS ARRANGED IN EVERY TOWN THEIR DUTY IS TO COLLECT WASTE FOOD FROM ALL HOUSES LIKE HOW MUNICIPALITY WILL COLLECT DUST BINS FROM OUR HOME LIKE THAT THEY WILL COLLECT FOOD FROM ALL HOUSES AND IT WILL BE DISTRIBUTED TO ANIMAL CARES,BLUE CROSS ,STREET DOGS.
