Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Here is my one suggestion on Food Security is that all time govt spends so much money and resources to provide necessary food, but due to lack of proper management and responsibility it doesn't reach to actual needy people. Corruption is also a big issue that has to be taken care of. Therefore it is my suggestion or request that spend some money to form a proper channel or model so that which resolves all current deformity present in the system. Encourage states to implement it seriously

dear sir try to create a new government system to purchase agriculture product from direct form farmers and distribute or sell to common people by using govt system .this will avoid high prize rate of vegetable and farmers got good earning by avoid intermediate private persons

Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS Sir in this regard goods can be provided through the VPP post system also or a new govt owned courier agency can be formed for the same which can deliver the goods directly when the beneficiary sends sms to the concerned department instead of wasting money on hiring shop and other infrastructure, kerosene can b provided in bottles/Can's

best way of inclusion/exclusion would be by linking aadhar,voter id,driving licence, mobile expenses,telephone bill,electricity,water bill, property agreement etc and then assessing, Review of bogus beneficiary can be done by calling and asking questions about it, make the card with bar codes and the driving licence chip which contains all information which swiped in the shop can reveal about the transactions made by beneficiary from the Ration shop and same data gets stored automatically

yesterday i was listing leader of opposition from congress lambasting our PM, for all the good thing he is doing ,he was saying that all his program me are copy of earlier UPA Gov. I wish someone pointed him that earlier they made policy but no one tried to made it all movement to involve people. It was sad that PM was silent as well as all his colleagues.pl speak loudly and instantly and rebut don't wait .i felt bad.pl teach your all MP to be more vigilant

we need agriculture kranti again, compulsory cultivation, no conversion of agriculture land,instead of giving subside every state need a policy, machinery ,modern method of cultivation and its own army a work force,today s actual problem is small farm,more cost for cultivation,unavailability of worker, for food security we need to increase farming or introduce group farming culture, or,create private Indian agriculture farming company ,

Identify infertile lands near cities and have research project to use organic waste form cities to be added as a fertile organic layer on the soil to make it usable for farming. Multi dimensional benefits are: - Less pressure of city waste getting dumped into one location for long causing environmental and health concerns in the area. - More employment & food generation for people residing at land which is currently not good for farming - Less pressure on existing fertile land and it will grow

In develop countries, people are easily able to buy cars and houses with a low income startup in an individual's life. Here in India, though we earn so much, still we are debtor to pay until our life to own a house. Poor people can't even imagine a good pukka house like a middle class standards. These needs to change. The lowest of lowest people should be easily able to buy a good pukka house, and not deserted, slum like houses.

Farmers to be given lifetime retirement and to be honoured like our soldiers as they have provided food for the nation and the world. We should put educated engineers to work on agriculture by means of robots to increase productivity and create job opportunities. For the amount of area we have for agriculture, with the use of education and technology, we can soar high, and all will love to apply for such jobs.
