The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

a rule of compulsory non-cash mode of payment for purchase-sales of certain category of goods & businesses. For e.g. Electronics, Home Appliances, Gold, Jewelry, Property, Luxury items & expenses, Business Expenses, Salary, Vehicles, Foreign Exchange, etc. or any expenses amounting more than Rs. 5000, esp. in all developed areas of country viz. cities, nagar palikas, talukas, etc. can mobilise non-cash economy

To promote digital payments distribute smart phone through banks in rural areas who have bank accounts. Banks will give training for banking transaction on mobile

My suggestion to promote digital payment is to gave rebate in person income tax equal to amount paid to banks of card issuing agencies toward merchant discount rate. In this way government will discount the amount and both the customer and vendor will not hesitate in using the card, debit or credit, for business transaction. The amount of discount the government have to bear will be meager in respect of the additional tax government will get if all such transaction are through cashless route.

Sir, Digital Payments can be improved further only if we can make this free of Charges like Service Charge / wet Charge etc. on payments through Credit Cards and all medium of digital payments. the Swapping machines should be made available at every Shop / Stores / Showrooms etc.. in an interior area in villages, this should be promoted through the Bank by keeping a help desk for making digital payment and educating peoples on their usages for purchase on more than 2000 Rs

Respected Sir, India can never be cashless because we have to extra payment on digital transaction.Like POS machine will charge 2.5% tax.

Also, the level of safety and security needs to be upgraded to prevent any misuse of personal information of the transactor like his or her account number, PIN number, credit/debit card number getting leaked or accessed by others. ATM rooms also need to be made more secure and the rule of one person at a time must be strictly implemented by the guard at the ATM. This is violated on many occasions despite the presence of guard. Entry and exit into the ATM also needs to be made more secure.

But there are some hitches to be pointed out. People face issues like unsuccessful transactions due to the server being down or net connectivity being disrupted or no network availability. Often the shopkeeper saying transaction not possible due to bank server being down. These issues are now coming up due to increase in transactions which the servers with their current capacity is not able to handle. Hence, capacity of bank servers need to be upgraded to handle increase in transactions.

In 70 years, we successfully established a system/mechanism that a film can earn more than Rs. 400 crores (even after so called difficulties to nation after demonetization) in 15 days, but our farmers makes the highest ever loss in same situation in absence of effective system / mechanism / infrastructure!!! Please do not take it as oppose against anybody's earning of any amount

Sir, It has been a great start towards becoming a less cash economy or digital economy. Digital transactions are steadily increasing everyday. People are finding it much less time consuming than cash transactions as cash counting in large amounts not only takes time, but also repeated counting to ensure there is no error also adds to more delay. Also the hassle of tendering change has been a big issue. With digital mode of payments, these problems are avoided.

Acceptance of all donations should be in the form of cheque or in demat (for gold, etc.) form only, especially greater than Rs. 5000 or Rs. 10000.
