The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Stock & Cash on Hand are few of many popular places of all adjustments, which should be controlled strictly. There are many places outside like Trust & religious places, NGOs, School & Colleges, Hotels & Food processing Industry, Hospitals, Medicine & Medical practitioners, Telecom & Information Technology, etc. which should be taken under minimum of 30% Flat Income Tax on Gross receipts, especially those located in cities.

Further, any retailer or professional or anybody having DAILY OR AVERAGE DAILY cash counter collection (non-digital / non-banked) greater than Rs. 5000 should be forced/compulsorily to provide details of each customer with AADHAR or PAN or VOTER ID, etc. in GST return.

On other hand, a rule of compulsory non-cash mode of payment for purchase-sales of certain category of goods & businesses. For e.g. Electronics, Home Appliances, Gold, Jewelry, Property, Luxury items & expenses, Business Expenses, Salary, Vehicles, Foreign Exchange, etc. or any expenses amounting more than Rs. 5000, esp. in all developed areas of country viz. cities, nagar palikas, talukas, etc. can mobilise non-cash economy.

SIR, IN MY POINT OF VIEW ALL TYPE OF SURCHARGES AND TAXES LEVIED ON DIGITAL PAYMENT MUST BE REMOVED WITH IMMEDIATE EFFECT IF GOVERNMENT WANT IT TO BE A SUCCESSFUL CAMPAIGN AS EVERY RUPEES MATTER AND NO ONE IS WILLING TO PAY EXTRA. TODAY I MADE PAYMENT THROUGH CARD FOR PETROL BUT I WAS CHARGED Rs. 10 EXTRA i.e. 359.46 INSTEAD OF 349.46 #DepartmentofEconomicAffairs #DigitalPayments #MyGov

It would be better to make all digital payments free from Surcharges rather than to provide incentives for the digital payments.

The Banks and their employees at ground level should be sensitized to open Jandhan Accounts from genuine walk in customers, and this will only help them in reduction of work at Counter level. The committee on Digital Payments must address this issue as to how to make Banks open Jandhan accounts without frills and refusal at the counters.

In order to help cash less country, I had advised my domestic help to open an account so that I can transfer online the wages being paid to her. She has accepted the same and went to two Bank branches, in Yousufguda Hyderabad area, AndhraBank and Vijaya Bank. They have demanded initial deposit of 500 and 1000 respectively and demaned a PAN card copy. This is the attitude of Banking Officials at ground level. They have flatly refused to open a Jandhan Account despite production of Aadhaar Card.

My point of view is "Digital payments should be like as cash payments, that means just replacing platform from paper currency into digital" then people likes to use digital payment systems. My suggestions are below, 1) Let don't fee service charges or service taxes. 2) Educate all people to do e-payments. 3) Ensure safety features of digital payment systems and advertise more. 4) Ensure all government organisations will accept digital payments rather than cash

Large areas of India are not covered by Network/MTNL/VSNL/BSNL connectivity which causes disrupt in cashless payment options. These sectors/areas should be looked at and worked out immediately to promote smoother transition for cashless economy.
