do we have any database regarding the cars, jeeps,and other 4 wheelers being used by government and psu employees of central and state government ? how much money is being spent on fuel per year ? make a online data on central govt. website. recheck that whether the 4 wheeler is really essential for a officer and compel him to enter all his govt. car's daily use on that website to avoid the misuse of govt. car. encourage the use of pvt./public transport use and reimbursement of actual bills

Public Sector Units especially petro companies should reduce expenditure on advertising. The 4 page notification in national dailies on 13.10.14 by HPCL on appointment of retail dealers is a best example of such wasteful expenditure. A small advertiesement mentioning website and full details in the website would have save crores of rupess and thousands of trees. Infact this suggestion is application on Green India forum also.

First of all to ensure tax payers money to be used for right purpose by following steps. 1.identification of place to spend rightly. 2.ensure that money should reach to the cause in time. 3.once money is there it must be spend rightly means usually the middle man and red tape eat most of the money before it reaches the desired. 4.there should be a system to know that it has reached the right person . 5.people involved in distribution or implementation should screened petfrvtly by agencies

I see four pillars for management of public expenditure: 1. Rules: Simplified for governance and compliance. 2. Tools: Information Systems to improve transparency and data-based decision making. Single source of truth principle. 3. Process: Targeted budget and asset cycles with longer term planning. Zero tolerance for net cost variation. Activity based costing. 4. People: Making operational managers financially aware and accountable. This will give us a performance based budget.

Benefit of Govt. expenditure can be derived if its details right from stage one till completion of work and thereafter is made public. This will lead to accountability in Govt. employees. For example, PWD Dept. should provide details of all the contracts awarded on its website with details like estimated time, estimated expenditure, location of the project, warranty given by the contractors etc. This will provide stakeholders keep watch on Govt. expenditure making it more fruitful.

First requirement for development is manpower. We are blessed with huge manpower. More people are required in Research, Police, Judges, etc....but the post are lying vacant as govt.have less money for salaries and this effects development. Answer to the problem: Whatever manpower is required for speedy development should be put on job and money that the govt. can spend on salaries should be distributed. This may lower the salaries given presently. Seize annual increase of DA and recruit people.
