the new institute should be more flexible,it should properly and well desined comitee.

Suggestions should be based on the following considerations : (i) what are the essential and/or constructive functions of the Planning Commission and how to reorganize those, (ii) where to relocate the expertise of 1000+ personnel of PC, and (iii) important points of previous Reviews of the Commission and the reform efforts. It would require new Institutions and also some reorganizations of the other related Ministries.

It shud consist of members from all important institutions viz. RBI,SEBI,IRDA,ICAI,ICSI,CAG, ICMAI, PFRDA, JUDGES, UPSC officers and other such members which are qualified to be members. Representations from all the sectors of industry, agriculture, etc shud be made quarterly for review of plans. Country shud b managed professionally like a corporate entity.

Planning commission should have experts in many fields and also act quickly to give reports and plan government activities for people.

A body that should replace the Planning Commission, should have the following features: 1. Approach should be Socio-Economic: The approach of the new body should be socio-economic. Any scheme that they plan should not be checked for cost-to-benefit only. Its social impact should also be taken into consideration. Implementation of all major plans will have an effect on our economy as well as on our society, hence I is very important to asses, whether the impact is positive/negative/manageable, etc. 2. Impact Assessment: This new body’s responsibility should not end at planning. They should be revisiting every plan that’s been implemented and assess the impact, whether economic or social. Based on their observations the plan could be continued/amended/halted. This exercise should be done in frequent intervals of time 3. Engaging Experts: The commission should identify the experts in various fields, whether science, engineering, arts, commerce, etc. and should engage them in the planning process. 4. Promoting Innovation: This is more of a mindset. The commission should focus on promoting/encouraging various innovative ideas. If possible, try to go for an experimental implementation of an idea to analyze its merits/demerits. 5. Federal Structure: The structure of the body should be something similar to that of the Election Commission. Each state should have their separate commissions, but under the umbrella of a central body. The focus of the state commissions should be the respective states and the central commission should focus on the country and act as a liaison between the different state commissions.

Have all the bureaucrats lost their conscience.

Sir, centre and state govt.s come to one platform irrespective of parties and set a standardised policy which is useful for all times and plan for development of country in order to complete the tasks together in that financial year and submit the report in next budget. As per the performance of the state governments centre may award ranking/grading every to create healthy competetion for the development of their states.
