डिजिटल लॉकर, डिजिटल भारत कार्यक्रम के तहत प्रमुख पहलों में से एक है। इसके बीटा संस्करण को इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी विभाग (डीईआईटीवाई) भारत सरकार, द्वारा 10 फ़रवरी 2015 को जारी किया गया है।

डिजिटल लॉकर का उद्देश्यमूल दस्तावेजों के उपयोग को कम करना और एजेंसियों में ई-दस्तावेजों के आदान-प्रदान को सक्षम करना है। ई-दस्तावेजों का आदान-प्रदान ऑनलाइन दस्तावेजों की प्रामाणिकता सुनिश्चित करने के लिए पंजीकृत संग्रहों के माध्यम से किया जाएगा। स्थानिक व्यक्ति भी अपने इलेक्ट्रॉनिक दस्तावेजों को अपलोड कर सकते है और डिजिटल ई-साइन सुविधा का उपयोग कर उन पर हस्ताक्षर कर सकते हैं। डिजिटल रुप से हस्ताक्षरित दस्तावेजों को सरकारी संगठनों या अन्य संस्थाओं के साथ साझा किया जा सकता है। डिजिटल लॉकर सिस्टम की मुख्य विशेषताएं इस प्रकार हैः-

· स्थानिक व्यक्तियों को यूनिफ़ॉर्म रिसोर्स आइडेन्टिफायर (यूआरआई) के माध्यम से अपने दस्तावेजों का ऐक्सेस करने और ई-दस्तावेजों को सुरक्षित रूप से स्टोर करने के लिए डिजिटल लॉकर में 10 एमबी तक का निःशुल्क स्पेस।

· डिजिटल दस्तावेजों पर हस्ताक्षर करने के लिए ऑनलाइन ई-हस्ताक्षर सेवा।

स्थानिक व्यक्ति डिजिटल लॉकर सिस्टम के बीटा संस्करण का उपयोग करने और उस पर अपने सुझाव और प्रतिक्रिया साझा करने के लिए आमंत्रित हैं। डिजिटल लॉकर सिस्टम द्वारा प्रदान की जाने वाली अतिरिक्त सेवाओं के उपयोग के संबंध में भी आपके सुझाव आमंत्रित है।

What to do about it? If growth is the mandate, the agricultural economy has to be liberalised and producers set free. Because when farmers and rural industries have access to a steady income, they will invest in improving productivity. That, in turn, will push everybody into building a country where the ruling class and citizens are equals.

One of the reasons why this discrepancy exists is because farmers experience trade barriers, like the Agricultural Produce Market Committee (APMC), which puts serious restrictions on whom they can sell to. And solutions that exist in the form of co-operatives often operate as monopolies in the hands of political families who do everything they can to prevent the competing co-operatives.

But Jammu & Kashmir has been plagued by insurgency and violence while Sikkim is one of the most peaceful states in the country. This, in spite of the fact that Kashmir gets more Central funding than Sikkim! Probe deeper and you realize this is a function of the relationship between the rulers and the common people.

Both lie in the lap of the Himalayas. Sikkim has the Chinese to contend with and J&K the Pakistanis. Sikkim has Christians and Buddhists and J&K has Muslims, all national minorities, as the majority population and both have had controversial histories of accession to India. Both remain poor.
