Measures to be taken:- 1) Making sure that primary education reaches each and every kid by increasing the incentive for his/her parents. The incentive could mean a temp. job for the parents/ some food provision (coupons)/ daily min. wage. 2) All the government schools should be modernized and should be connected to a hub via a fast internet so that information sharing and maintenance of student/teacher data becomes easy. 3) Teachers should be taught to make primary education more fun!

All state executives/staff(person working for govt;PSU etc) should be given responsibility of a certain youth in the area ( youth should not be more than 5 km,s from place of residense of official); the state staff/exe. will be responible to progress of the particular child; performance evaluation of child will affect performance evaluation of the staff/executive in his/her EPMS

I believe literacy is a word which itself makes a person complete in all prospects. Teachers are the main source behind improvement in youth. One need to have good teachers who can teach selflessly. They should feel their responsibility to teach. Teachers make students..students make society ....society makes state and state makes country.
