There is the need of True & quality education in state govt. schools and I can surely say that, if the condition in state govt. schools will be improved then literacy will definitely be improved. As I have myself analysed as a citizen of HP and have seen many Punjab schools which give education only as a formality. And you can compare the education level in KV's and Sainik schools and Military schools.First thing is to make a survey of schools and colleges of India in a secret planned way.

Govt should come ahead and open new schools and colleges with good standards like private schools and institute.That way govt will open apportunities for employment and generate revenue as well.Please Modi ji think about those people who dreams to have best education for their kids but can't afford.Please think again.

First of all our education system needs to improve.Education is a basic need of every citizen of india but education is not affordable these days.First Government should change the monopoly of educational institutes that a comman people can also think of getting education from big institutes.These days every parents want their kids to have best education but when they came to know that the fees to educate their kids is more than their earnings.They stop themself.Why can't our govt take some step

Marginalized youth also need to get some motivational support and breathing exercise like pranayam to improve their self esteem.

We need to give distance education a big push. Also lot of soft skills need to to imparted like negotiation, conflict management, networking and creating contacts. these are essentials skills to succeed in life. No body wants to bell the cat on these soft skills.

Education should be useful in daily life. Mathematics , sciences or social sciences have been over burdened in course content. Every person will not like Every subject. so each subject content till 10th class should contain the minimum required in that subject.Then many students will not discontinue before 10th due to aversion in one subject.Teaching in Mother tongue and adequate employment opportunities in that medium should be of help.English should not be given importance aboveour languages.

Parents should also check on the progress of their children to make sure that they aren't lacking the required skills for reading and writing. It is important for parents to support their children if they have trouble comprehending the lessons they have in school.
