Telecom Regulatory Authority of India (TRAI) has issued a consultation Paper on Review of network related Quality of Service standards for Cellular Mobile Telephone Service.

In the wake of phenomenal growth in cellular mobile telephone service, technology changes that have taken place in the recent times and increasing concerns of consumers relating to Quality of Service perceived by them, there is a need to review the Quality of Service parameters and benchmarks so as to streamline the monitoring of the parameters, its measurement and the regulatory framework. This could lead to better Quality of Experience by users. With these objectives, the Authority has released a Consultation Paper today for initiating a consultation process to review the network related Quality of Service standards.

This consultation paper describes the various parameters and respective benchmarks for assessment of Quality of Service of 2G and 3G networks. The Authority seeks the views of the stakeholders as to how to bring about changes in these benchmarks and possibly add parameters, if required, to improve the Quality of Service experience by the customers. It also envisaged to add relevant parameters for 4G/BWA services also, in view of their deployment in the network. The consultation paper seeks to know from the stakeholders as to what will be the appropriate way to calculate call drop rates through meta data analysis of CDRs. The mechanism of imposing of financial disincentives in case of below the bench mark performance has also been raised in this consultation paper.

Last date for submitting the comments is 16th September, 2016.

Operators should not be allowed to sell new connections if reqd bandwith infrastructure is not in place. Also bills be discounted 50% till issue is resolved. Currently i m facing severe signal issues with Rcom, several mail exchanged where they accept issue in my residence as a result not able to make or get calls when inside home. In that case how should i be bound to pay full bills inspite no services from vendor. Some strict rules reqd immediately.

Network quality should be defined separately for 2G, 3G, 4G. Each should have a separate fixed decibels, if promised network is not given by cellular firm, then TRAI should monitor it strictly.

Any Internet Service Provider is not giving the promised mobile internet data.If promised data is 1 GB, we get 500-600MB only, if promised data is 2GB, we get 1.1 GB...several times verified this day-light robbery on BSNL,aircel,vodafone. TRAI should develop a web tool & host it on Mygov website to accurately measure uploaded/downloaded data on our ISP.This can be done only if TRAI makes an unbiased web tool & make all these ISP's agree to make this possible.Ppl will also visit Mygov daily.

People are paying for 3G/4G Data and due to lack of network they're not able to utilize this. They may have 2G network but data speed so poorest, it becomes non beneficial. My question is where this money is going, operators are misleading and eating poor people's money and making them fool at all. One operator offering open network but to check the open network people need network which they don't have. #TRAI #MyGov

We should focus on better connectivity of networks.no call drops.lowering of data cost and increasing penetration in rural areas. Also focus should be on having some common platform where grievances can be raised.

It is very good concept and effort to make more efficient mobile network services, I want to suggest that, the operator should be given approval as mobile operator after verification of infrastructure, or any such commitment should be taken about the latest infra and updation time to time according to the increase in customers, further, there should be created more competition between the operator by introducing new service provider, hence, the quality to customers can be updated quickly,thanks

My mobile stolen travelling Mumbai Local Train I complained in police station, and 3-4 time visited the police station but they answer we are tracing your phone. My friends told me every day about 300+ phones are stolen in Mumbai but they never back. Police investigates for crime and serious matters they haven't time to find, trace phone. I contact my MSP to trace, they told police will trace. There should system every person can trace own phone, IMEI should be linked with adhar for login
