Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

There should be a decentralized approach in which local self governments will get funds on recommendations of finance commission and will prepare plans according to their local level requirements. For their assistance their should be district level plan advisory agencies which will assist them in plan formulation and implementation. The same district level agency will also review the implementation and also work for vigilance

A chief planning learner must be appointed in every department. His work is to study the cost of governing the field based on the inputs and suggestions from all level of employees including public. He must prepare a report and submit it to the Planning institution every year. Planning institution must put forward these reports for public hearings before preparing cost allocations. A committee must review all the reports and hearing and prepare final report.

As INDIA being a country with different culture, language and climate and nature of soils certain schemes can be common and certain schemes have to be decided by the states. Therefore in all manner 50:50 ratio to be adopted for center and states so that Development will take place irrespective of the Party in center or in state

पुर्व मे सुझाया गए संस्थान " राष्ट्रीय अधिष्ठान "की जवाबदेही किसी संवैधानिक पद या संस्था के प्रति न होकर राष्ट्र (हरेक नागरिक ) के प्रति होगी।यह संस्थान राष्ट्र का सर्वोच्च नीति नियामक संस्था होगा ।यह संस्थान सर्व शक्तिमान " पुरुष " की भाँति राष्ट्र के प्राण सदृश होगा ।

On structure etc. – functions of PC at present 1. Appraisal of Central Sector investment, 2. Disbursal of Central Assistance to States, 3. Expert advisory inputs to plan, 4. Miscellaneous others. Possible Reform- (A) transfer task 1 and some related Divisions to Ministry of Statistics and Programme Implementation renamed Ministry of Public Investment, (B) Empower NDC with a Secretariat dealing with 2 and other matters, (C) Start a think tank similar to Brookings/OECD, (D) Relocate and abolish 4

it should be a better and flexible institutions.and must responsible for goverment.its member should be from all institutions,corporates,industries,sports,and senior diplomats.there should be a mix up of scientists,ceo of company,ngo,and upsc officers.that will work all round progress in country.
