the L1 price should be equivalent to or less than the rates in the open wholesale market as on that date or an average of the prices of 1 month or so. This would hamper long term purchase agreements but govt agencies can break long term purchases into short term. The point is the quoted price should not include commissions.

Dear PM,
I am requesting you to please make an law or rule that every single family in India have a one Govt. Employee & because of that every family have a good living standard and and they can educate there children without any problem, if this rule is applied then two major issue of India can be resolved : 1. The Poverty of India 2. Reservation in Job and other things & because of that The poverty line of India can be up & Positive thinking can build up in People of India.

This way we cannot force someone for agriculture purpose as everyone should know the necessity of agriculture without which survival is impossible. This is true that agriculture is the backbone of our country as 80% of our Indian population used to live on agriculture but since few years agriculture is being ignored and cultivation lands are being sold for housing purposes. it is the most important aspect for allhumans as without which no food and no food means no life.

Suggestion for Public Procurement Bill:1. 70% Fixed price and 30% systematic market driven price (Basket price of procurement consists of Europe/American/Asian market to adhere international norms of trade) 2.Trasperant bidding reforms 3.National/State co-ordination single window bidding to avoid cartel 4.Increase competition in process to save end cost 5.Procurement Price of material needs to be inline with purchasing power of lower income group of people and mini.cost of production.

Respected Sir,I am requesting you to do the mandatory for one person in a family to do Agriculture,who's family is having a land, and fix them monthly salary as Govt Employee depend upon their Qualification and Size of land having.And minimum Qualification is too SSC/SSLC/HSC, then only our youths concentrate towards the Agriculture.From this we will get more revenue from Agriculture and atleast one can engaged in Agriculture which is backbone our country.
