Users must be charged for every but efficient sevices. There should be a common minimum services kfor all the users but if someone asks or provided with extra services then there should be an auto generated mechanism to charge him extra bucks proportionately. Perhaps the following can be considered: 1. Singe window to avail all government services, for instance one website where all online payments can be made; 2. Transparency in the fees levied, such as periodic disclosure of the fees levied; 3. The services availed by paying fees should match up to the standard expected from the government departments; and 4. make the said services subject to consumer protection act, so that redressal of grievance is possible.

Application fees for many things in Govt. is very low. Wherever possible it should be increased. If somebody wants in fast track, they should be charged very high (say Rs.10,000/-) but the job should be done within 24 hours.
