For Systemic Improvements In Central Government Organisations, the starting Point is Electoral Reforms.i.e.Parties and Election Funding. Which is not happening yet. Every Rupee used by each Political Party to be traceable, means a traceable Trail with Digital footprints and in the Public Domain. Till such time, it is like beating around the Bush :) https://vidhilegalpolicy.in/research/money-and-elections-necessary-reforms-in-electoral-finance/

In aReal,Transparent& meaningful democracy it is really paramount that it is greater number of educated& well-informed& educated voters who SHOULD elect their rulers whether of panchayat muncipality, district or state or central administration! In hindustan with only about 60% literate, informed& educated people,Unless there is Minimum 90% minimum polling in all elections, which has NOT happened for past 70 years,Democracy is a Farce! Is any one listening?WHO WILL BELL THE CAT?

3. Several Ministries can be Clubbed together for better functioning. For Ex:( Ministry Of Logistics& Transportaion = Ministry of Road Transport + Ministry of Civil Aviation+Ministry of + Ministry of Railways). These underlying Ministry to be made department under main ministry. This will considerably reduce our cost and increase efficiency by taking collaborative decisions by accessing demand of goods/human transport and requied solutions that can be provided.

At first, govt should change the promotion policy in all govt. departments on performance basis instead of timeline basis. There is no doubt in it, all govt employees will contribute their best to reach to record high. It will not only eliminate incompetent staff from getting suitable higher posts but also bring out the best minds for better serving to New India. Hence, no govt employee will feel that his career has been struck in age-old policy that deters them from fulfilling their dream.

1. Expansion of Niti Ayog is of urgent need. We need to include a new Department in NITI Ayog comparising of Head of Data & Statistics Department and all other Ministries. 2. Every Ministry should add one deparment of Statistics & Prgogramme Implementation, which would be responsible for all Data Collection, Survey, Census & Programme Implementation of that concerned ministry. And all these Departments of various Ministry should be linked with Ministry of Statistics and Programme Implementation

Every DM, and above officers and MLAs, MPs and ministers should be asked to visit one random office under their jurisdiction once every 7 days and they should be bound to submit the report on a central portal where seniors may see the report. If this happens every week by every DM and above level officers and MLAs, MPs and ministers then I am sure corruption will go away. The key is anonymous visit and randomness.
