Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

Align Definition of “Skilling” with Global Standards Support the draft’s effort to redefine “skilling” aligned to global norms. Recommend including micro-credentials and stackable modules so learners can build through certified bite‑sized units. --- 2. Strengthen & Real‑Time Labour Market Data Advocate for a dynamic LMIS—using AI/big data to analyze job postings and forecast skills demand sector‑wise (national/state/district). Clearer methodology and standardization across states will bolster strategy decisions. --- 3. Deepen Industry–Academia Partnerships Insist that Sector Skills Councils include leading employers at the core of curriculum design, training delivery, and certification. Enhancing Skill Development in Rural Areas Respected Sir, To boost skill development in rural areas, we should focus on: 1. Enhancing rural youth skills through targeted training programs. 2. Improving assessor quality by ensuring they are certified in specific sectors. However, a key issue arises when assessors are certified in multiple sectors (5-6), which can compromise their expertise. This leads to subpar assessments. Proposed Policy Recommendation To address this, we suggest: - Limiting assessor certifications to a maximum of 2 sectors. - Providing specialized training and certification programs for assessors. - Conducting regular studies and evaluations to improve assessment and certification processes. By implementing these measures, we can ensure more effective assessments and enhance the overall quality of skill development in rural areas.

Every year, thousands clear UPSC Mains but miss final selection due to interview subjectivity. These high-potential candidates should be assigned to 2–3 month civic projects (e.g., PCMC) to solve real issues. Based on performance, they can be inducted into a reserve administrative track. Similarly, most IITians/NITians go abroad due to lack of visible, well-defined problems in India. Embedding them in municipal bodies during final year to work on actual power, drainage, or digital issues can spark mission-driven thinking. Exposure to ground-level problems enables them to launch impactful startups with govt incubation. This retains talent, creates jobs, solves governance challenges, and builds patriotism. Israel’s Unit 8200 shows how national exposure builds innovation. India can replicate this model through pilot programs in 5 cities. This is a win-win path to turn talent into transformation. Good initiative But , there should be compulsory skill based subjects for school and college students and proper examination and practical .So,they get a job at the right time.Skill based training should also be focused on technology subjects which is beneficial for youth and country too.

The entire national policy is based on assumption that people are ready and willing to become skilled and enterpreneurs. However, people are interested in getting job, earning a livelihood and support their family. Skilling is not any important concern for them. So there are certain requirements which maybe incorporated in the policy. 1. Creating separate institution for skilling and entrepreneurship should be avoided. 2. Existing academic institutions ITI may be a strengthened with modern technology of teaching AI/ML, IOT, digital twin and industry ready practices to provide skilling. 3. Skilling and entrepreneurship should be industry driven program and government should only be a facilitator. 4. The initiatives should not provide any financial gain, for learning. 5. Motivate probable candidates 6. Strengthen existing centres 7. No financial support from govt 8. Industry driven/sponsored 9. Incubation centres driven by industry Dr Himanshu Shekhar, Pune
