Devolution of powers: Local government,including panchayats,is a state subject in the Constitution,and consequently, the devolution of power and authority to panchayats has been left to the discretion of states.The Ministry of Panchayati Raj has issued comprehensive guidelines for the effective functioning of panchayats. However,the Committee noted that the mandatory meetings of panchayats were not taking place and had poor attendance,especially from women representatives. The Committee recommended that state governments should put a quorum in gram sabha meetings for participation of panchayat representatives,including women.In addition,subjects like fuel and fodder,non-conventional energy sources,rural electrification including distribution of electricity,non-formal education,small scale industries including food processing industries,technical training,and vocational education have not been devolved to certain states.The Committee recommended that the Ministry should pursue state ...

Aim charming village community centre. Have green parks & sports complex in each village. Have Village Council Good Practice Guide. Ensure village development creates more value than liabilities with strong neighbourhoods & quality public places free from bees, mosquitoes, clean, multi-toilet & bathing facilities with clinics & hospitals to handle special diseases so no need to go to city & at affordable or zero cost. 4) Encourage redevelopment of village streets,sidewalks, nallas (no open nalla), Bank roads, high speed good quality of internet services. Ensure future village expansion avoids agricultural land. Protect the ground water to sale to cities or other. Develop/Maintain schools & college upto graduate, recreation areas, shopping within each village. Improve walkability. Advocate for individuals with disabilities and children below 18 to enjoy to live. Link people to nurture dignity & mutual respect. Help people experiencing challenges to life success like bad childhood etc.

Use appropriate signage, architectural styles in new developments. Do not allow identity of invaders who looted and destroyed culture. 7) Develop modem transportation infrastructure accessible via all modes of transportation & make village clean and safe. Make quiet rural character. 8) Improve pedestrian access & improve cycling connections to adjacent community. 9) Create Central Hub for village community with facilities & services & free timely home delivery. 10) Provide 24x7 electricity & water supply to houses & roads including upto kheti areas. 11) Ensure 100% mobile signal.

1) Introduce Ordinance which will approve & adopt village vision. 2) Allow vision to be future state for the municipality which relate to community plan. 3) Panchayat once elected without reservation must prepare a Village council plan with 45 days mentioning strategic objectives of council, strategies for implementing it at least in 18 months, strategic indicators for monitoring the achievements of objectives, & strategic resource plan needed. 4) Have Local Govt (Panchayat) Act on performance reporting & accountability outlining financial & non-financial resources. 5) Have council plan linked with other plans like Health plan, Financial plan, Budget, Service plan, community plan, regional input with State & Centre govt. 6) Have performance indicators like % of people travelling to work by walking, cycling, bikes, KM of Off Road cycle network, what values does the council hold & wish to model community like honesty, respect, Fair Go. 7) Have systems/process to conduct bi-weekly meeting
