Regulate the charges that can be levied by the digital payment providers. Impose tax on cash transactions above certain limits say, Rs.1.00 lakh which will work as disincentive to avoid paying taxes like sales tax, income tax etc. Provide to claim back by filing returns. Remove allowances which helps blak money generation like purchase of luxury car for business which he get depreciation benefit and sells it and the money becomes free for him. No such benefit given to individuals.

Instead of trying to link Adhaar to bank account number declare adhaar as account number to transact and park money. NPCI can work like bank dealing in all such transaction and keeping deposit with them. All deposits necessarily to be parked in Govt security to fund interest.

I am a staunch supporter of our hon. PM sir. the steps being taken by you are great and need lot of courage. Black Money eradication drives are excellent yet I see credit card companies and shop keepers/retailers are harassing customers by asking 2% transaction charges in case of credit/debit card payments. Sir, we need to do something about this as to citizens it is causing issues and being blocker towards digital India. Unless we limit cash transactions, tax evaders will not be caught.
