The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

I suggestion for cashless transaction monthly charges : 1) transaction charges monthly (debit / credit card) 1000Rs - no charge 1001 to 10000 - 50rs charge 10000 to 25000 - 100 rs charge 25000 to 50000 - 150rs charge 50000 to 100000 - 200rs charge 100000 above - 250rs charge No % charges in every transaction. Only monthly charges in total amount.

Thank you for the opportunity to give inputs. I would like to recommend that you include regulation of user interfaces for payments (mobile apps, ATM's, POS terminals, bank counters, ...). The regulations should ensure adequate security and privacy. A case in point is the new BHIM app released by the government. We have identified several security and other issues with it (please see attachment). Left unaddressed, they will undermine the user trust in and utility of digital payments.

Please appoint a committee to limit cash withdrawals from different types of accounts. Personally, the current weekly limits of 24000 is more than enough for savings accounts. Please fix a monthly limit with perhaps two exceptions in a year. But once currency supply is normalised, one time withdrawal limit from ATMs should be made equal to the weekly limit, but within the total weekly limit. Railways and Petrol pumps to promote digital payment by removing service charges.

Aadhaar card must be made more fool proof,increase on number of aadhaar card holders so that every citizen has it. Advertisement on national television & newspapers on how to use BHIM app & promote ease of use. Kiosks with BHIM app(multilingual) installed at every bank,post-office,railway station. The Kiosks must additionally support fingerprint recognition. Customer service centers for quick response to grievances.Importantly banks themselves must go paper-free and promote digital transaction.

sir ji *99# no. ko tool free banaya jaye ise dail karne par charge na lage . kisi kisi opretor se charge lagta hai aur saare a/c no. ki detail bhi nhi milti hai ise sahi kiya jaaye . thanks

Sir, Digital payments will beneficial to Govt by several aspects hence require promotion. Problem: >Safety of citizen's hard earned money. >Real-time transaction and it's cost-effectiveness. Solution: >RBI/NPCI or any other Govt agency required to be responsible for the amount under consideration. >Agencies handling transaction should dispose the sum either to payee or sender in real-time. They should be penalized for unauthorized holding of money. >User should be compensated for loss

Cashless payment system is excellent. Many time RBI & govt tried to make cheque and epayments compulsory. But except RTGS payment above 1 cr transaction all other efforts virtually failed. Initiative now should succeed. But charges for credit card usage including for petrol should be NIL or lowest minimum for consumer and dealer irrespective of Card/POS machine company issuing it. Now for petrol charge @2.5% min Rs.10/- + S.Tax charged. I was charged twice in Dec.16. Please examine.
