Roughly 1% of GDP is spent on higher education as against a target of 1.5%. In the recent years, the state share of expenditure on education has declined as compared to an increase in Central expenditure on education. How can we address the financial resource constraints in higher education?

I have nothing against any government servant, but as the news go government of Maharashtra is auctioning licenses to raise money to pay 2 million employees their due salary. My interactions so far with the government offices and their employees, I have un-mistakenly faced an attitude to not work. I have worked as a salaried employee for 5 years and payed my taxes. But i still find myself calling every government employee "Saheb" to get my work done. I just want to as...do we need them?
