Make income-based scholarships mandatory in all recognised educational institutions. The whole concept is based on ‘Those who can afford more pay more and those who can afford less pay less’. The students from below poverty line should be given complete tuition fee waiver and partial waiver should be given to others with low family income but falling above the poverty line. The waiver percentage should be linked to income slabs, which can be decided by the UGC and the institutions mutually.

Do not copy from Western Country. Against whole world , Start " 0 fee Higher Education ". Put DONATION link on all Universities 's website. Also start Volunteer Education Fund in which all Rich people can deposit money. when course completed and job start collect fee using ADHAR CARD BANK ACCOUNT LINK automatically.Give Failed student 3 chance, put Failed student in industrial training or other skilled developing programs with fee cut from bank account.

Finance is a backbone for every system. The purpose of finance is to serve the desired purpose of a system.At present HE in India is in doldrums due to dearth of funds. Many universities especially state run universities in India are facing serious funds crunch. No suitable faculty.No facilities. No accountabilty. The top positions are filled with political involvement. This a time for the Government to bring drastic changes for equalizing all universiies into one in selection of teachers.

There is a shortfall of trained teachers.The teachers must be trained with support of new technology (skill based & value based).. Don't include vector physics,calculus up to 12.There must be degree and diploma course for teachers like engineers and doctors.B Ed and M Ed is futile.Education system should be knowledge and practical oriented.Importance of sports and games,Yog should not be ignored.There must essentially be a course of etiquette ,manners and civic sense up to level of 12th

I believe Govt should create an enabling framework to invite private sector participation in Higher education. For students Govt should create a credit market for education loans supported partially by govt gaurantee. Slow bu surely, Govt need to direct its expenditure in higher education directly towards students instead of funding higher education instituitions. All HEI should be encouraged to become financially independent

I as a student confuse sometime that what is the meaning of education is it knowing something that we don't know or a competition of getting higher marks. Teacher's show no much importance towards students who r not interst in this race of marks. If u want to change ur policy then first change marks system. Don't judge the talent inside astudent in basis of their marks.. Make education such that it makes an impact in your life not a hated part of ur life..

3 Step Plan for School Education: 1) CBSE/Matric/State Govt should become one Syllabus [With Regional Language as First Languages for Different States] 2) All schools should compulsorily take students within 2-5 Kms Viscinity. [Other location students should be moved to respective nearest school] 3) One Pay / One Syllabus / One Education [One Pay - BPL & Eligible Poor students should be given education oriented financial assistance by Govt]

Focus should be on primary education.Number of students in primary classes should be lower than 30 students per section per class for better focus.In school education with study some skill education should also be compulsory and there should be marks for skill work also.

Financing for what ? If a professor get 1 million a year and produces no result, logically he was paid one million for making no result officially.If a university spent 100 million and still it produces superstitious students overloaded by prejudices then logically the government spent 100 million to sustain prejudices among them. So think before funding. An error free education system is possible and funding without corrections of those errors is actually funding to sustain errors and ignorance
