Financing higher education can be done by allowing student assistantship. This way student can earn some stipend as well fill shortage of faculty in colleges. Contact all top universities in the world for setting their one branch in India and see that Indian colleges will also perform. Allow loans in abaunadnce to all these students without any mortgage and see the results

The central govt keeps providing of funds to the states for running their schools and programmes but they have failed miserably to maintain a level of education or their institutions everywhere.
