The NPTEL should be diversified to all streams of higher education. The collaborating institutes should be the respective institute of national importance in the concerned stream such as IIT, IIM, NIPER, AIIMS, IIIT etc Then the government should merely set up a wifi zone in every district for 1000s to study the course that they wish free of cost and without compulsion. This would be best option for theory. Regular online test should back these courses and rankings be released for job selection.

Through this Exam & subsequent personal Interview of selected Candidates, Govt can prepare a shortlist of deserving Candidates. Then Every Company in all the Industries should sponsor atleast 1student's Higher Education Expenses with offer of internship. Comp. having Higher turnover should sponsor more candidates.
