At times govt offices does not accept legitimate application and documents. They do not provide proof of receipt on photocopy of document deposited. Later they may deny having been approached by citizen. Indian post shall start taking such open document from citizen and provide them receipt on photocopy of same and then they can deliver documents to given address of govt office.
